Is it possible to have elevated TSH but not have hypothyroidism?

My blood results showed I have elevated TSH, I have a goiter on my thyroid, my mom has hypothyroidism, and I have pretty much all the symptoms, yet my endocrinologist says I DON'T have hypothyroidism. Is this even possible?
